The universalization of telecommunication access is a key element to promote social inclusion and to foster development across the Region. Indeed it has been recognized as one of the main target approved by OAS members. The successful achievement of this target depends on a variety of factors including a flexible approach by Administrations to better address the solution in each particular case.

One of the GSMLA association purposes is to promote growth of GSM network in Latin America, and its leadership technology superiority in the Region. For that reason it must emphasize and promote the best solutions to all association operators to be enable to drive improvements in their networks.

It is of public knowledge that ITU (International Telecommunication Union) established the radio terrestrial interface UMTS (Universal Mobile Telecommunication Services) as a third generation standard (3G) which fulfills with IMT-2000 specifications (International Mobile Communications 2000) for cellular mobile telephony services. UMTS is the evolution of the current second generation (2G) GSM, which up to date is the most used standard in the world to provide personal mobile telephony, services (PCS).
